Important Info on CARB Air Regulations
OFF ROAD MOBILE DIESEL REGULATION
The off-road mobile diesel regulation was placed into California law on June 15, 2008. Owners of this equipment should be gathering data on their fleet for reporting in 2009. Quinn’s product support representatives can assist you with information on the Caterpillar equipment in your fleets. Quinn can also help you with solutions to keep you in compliance.
Now that this regulation is law, there are items CARB will begin to enforce:
5-Minute Idling Restriction.
Owners will be required to inform their operators that machines cannot idle for more than 5 minutes. Exceptions do apply. Owners of Large and Medium fleets are required to have a written idling policy in place by March 1, 2009. For more information, click on CARB’s advisory
Sales Disclosure.
Anyone selling off-road mobile diesel equipment in California must provide a written disclosure on their bill of sale. This disclosure is required whether you sell to a private party, auction house or broker. For more information, click on CARB’s advisory.
CARB will be holding a series of informational workshops in August and September, 2008. For details, click on CARB’s announcement.
PROPOSED ON-ROAD REGULATION
CARB is in the process of crafting a regulation that will affect all on-road diesel truck operating in California over 14,000 GVWR. A series of workshops are just being completed. CARB staff intends on presenting the regulation to the CARB Governing Board in October 2008.
CARB will also be holding a meeting to discuss funding and loans to assist owners. Link to workshop notice.
PORTABLE EQUIPMENT
The CARB’s portable equipment regulation requires all engines meet a minimum Tier 1 certification by January 1, 2010. Any portable equipment currently under CARB’s Portable Equipment Registration Program (PERP) that has an uncertified engine (Tier 0) will need to either be repowered with a certified engine or the portable equipment will need to be replaced with equipment containing an engine that meets the most stringent standard available.
